American Airlines CEO Doug Parker, in his strongest statement yet, said Boeing shareholders, not American’s, should pay for the 737 Max grounding.

The report from the Joint Authorities Technical Review criticized the certification process for the plane as being too narrow, among other things.

United was optimistic the Boeing 737 Max would return for the holiday season, but on Friday removed the plane from its schedule until Jan. 6.
